A brilliant, color-changing river falls cascade, immersive pedestrian experience and iconic, illuminated towers are coming to Downtown Waterloo Iowa.
An ELS arts consortium collaboration, the project involves Eye Level Studio vision, Shakespeare Lighting Design, and Rutland+Kuiper landscape architecture and implementation services.
